Robin Shaban is a Canadian economist and public policy expert specialising in competition, market structure, data governance, digital identity, and inclusive growth. They are based in Toronto, with engagements across Asia Pacific, Europe and North America.

As a partner at 2R Strategy, they advise on competition, regulation and economic strategy, and serve as Senior Advisor to the International Identification Code Industry Alliance (ICA). They are also co-founder and Chair of the Canadian Anti-Monopoly Project.
Their doctoral research examined efficiency defences in Canadian competition law. Through parliamentary testimony and commissioned studies, that work informed the 2022 to 2024 reforms to the Canadian Competition Act, and they have carried out research for Canadian think tanks and government bodies.
They hold a doctorate in public policy from Carleton University, a master’s in economics from Queen’s University, and a bachelor’s in economics from the University of Alberta, together with the ICD.D designation from the Rotman School of Management at the University of Toronto. They are a Fellow of the Public Policy Forum and a Globe and Mail Changemaker.
Their core focus is where economic regulation meets digital governance: competition policy, regulatory risk, market structure, and the conditions under which digital identity and data infrastructure serve inclusive growth.
